The meeting was called to order at 9:00 a.m. by Co-chairman Jim Bechtel.
John Forbis made a motion, seconded by Ken Levin, to approve the minutes of the December 5, 2011 meeting. All present voted in favor. Motion carried.

1. Public Open Forum – 20 Ferry Road, Pamela Hamilton
Plans were presented for a 1748 square foot addition to the house originally built in 1775.  Mrs. Hamilton requested that the HDC write a letter confirming that the addition is in keeping with the historic house. This is needed in order to obtain a zoning variance to proceed with the addition without having to comply with the current building code in terms of flood zone construction. The addition is on high ground and not in the flood plain.
Action: Write a letter to Pamela Hamilton with a copy to Ann Brown (Jim Bechtel). Contact Pamela Hamilton regarding a historic plaque (Martha Hansen).

2. Public Hearing - 1 Lyme Street: Rebuild chimneys – Marty Ames
The HDC will hold another public hearing when the CofA application, including scaled drawings, has been submitted.
Action: Submit CofA application (Marty Ames). Provide specs for new chimneys (Phil Trowbridge). Advertise public hearing and notify neighbors (Martha Hansen).
3. Public Hearing - 2 Ferry Road (First Congregational Church): fence – Sarah McCracken
A CofA application was submitted for a cedar fence to replace a juniper hedge damaged by heavy snow last winter. The fence will be on the west side adjacent to the Goulay’s property and perpendicular to Ferry Road. The first 30’ of the new fence will match the existing picket fence along Ferry Road. It will then transition to a 6’ high board fence with a picket top. As the fence will be cedar, it will be left to weather for 1 year and then painted white. There were no objections from neighbors.
John Forbis made a motion, seconded by Janet Sturges, to approve the CofA application. All present voted in favor. Motion carried.

4. 84 Lyme Street: LACFA banners – Fritz Jellinghouse
Drawings of banners were presented to be used by LACFA to promote college events. They will be attached to the two light fixtures at the entrance to the main driveway and will remain in place until the end of each event. The HDC approved of the banners. As they will be temporary, a CofA is not necessary.

5. 21 Lyme Street: CofA extension – Ann Brown
The CofA for the addition was granted in March 2008. The first extension was granted in November 2010. A second CofA extension was granted in November 2011 with deadlines agreed to by Paul Sagristano: a) install the two garage doors facing Lyme Street and remove the dumpster by December 31, 2011; b) install the garage door facing Boxwood by June 1, 2012. The December 31st requirements were not met. Ann Brown, ZEO, agreed to write a letter to Paul Sagristano regarding the situation.
Action: Write letter to Paul Sagristano (Ann Brown).

6.  Plaque Program update – Martha Hansen
20 Lyme Street: Diane Mallory has agreed to keep the plaque as is.
24 Lyme Street: Request Ned Pfeiffer to determine the date of construction.
60 Lyme Street: The building may have been built by James Bugbee ca. 1887. Request Ned Pfeiffer to help determine the date of construction.
12 Ferry Road: Contact David Kelsey regarding a plaque.
13 Academy Lane: Ned Perkins will do the research for a plaque.  
20 Ferry Road: Contact Pamela Hamilton to review her research and move forward with a plaque.
Action: Contact Ned Pfeiffer (24 and 60 Lyme Street), David Kelsey and Pamela Hamilton (Martha Hansen).

7. Business News & Secretary’s Report – Martha Hansen
The 2012 meeting schedule has been filed with the town clerk. The deadline for the CLG Report is February 1. The report is ready and will be mailed this week.
Action: Mail CLG Report (Martha Hansen)

The HDC files have been scanned into the Laserfiche system. The files can be accessed via a public computer at the Town Hall. Martha Hansen also has the files on a flash drive, and they will be available at HDC meetings. New files will be regularly scanned into the system.

8. Election of Officers – Jim Bechtel & Ken Levin
A motion was made by John Forbis, seconded by Barbara Traskos, to reappoint Jim Bechtel and Ken Levin as cochairmen for 2012. All present voted in favor. Motion Carried




9. Any other new or old business
a) John Forbis will re-contact State Representative Marilyn Giuliano concerning the status of the Scenic Road application.

10. Adjournment
John Forbis made a motion, seconded by Tom Keogh, to adjourn the meeting at 11:10 a.m. All present voted in favor. Motion carried.
